Yes, but the same can be true of any singular play. And while your example is easy to do the conditions would probably be rare.
And my point was that Tharsis seems to be an easy corp for a novice since you start with a city and you get a discount/mEproduction from playing another city. At that point your first two forests are worth 4VP each. Each additional forest can be worth 3VP until 0xygen is reached. Fairly straightforward in an otherwise complex game.
Of course, there are ways to counter this as you say but there are counters for every corp strategy.
