Cruelty/Mercy is ultimately just another investment track, which like Building, Conquering, and Promoting, can be used to both improve your engine (by unlocking extra effects from Zurd/Sigil/Common cards) or just gain VP (by maxing the track while still collecting. You may simply have other priorities. Furthermore, Halax cards don't care about your alignment, and Numerai cards provide greater utility if you play close to the line as if you have Outland Tavern then you can just use a Promotion (something you will be doing a fair amount) to switch the Numerai's powers.
