The targeting restrictions only ever affect the singular land you target for the power. Afterwards, the power effects are applied as read to the land you chose. In this case, the wording on the power does not mention specific types of lands adjacent to the target land but instead uses "each adjacent land" to the targeted land. So, the effect applies to all adjacent lands.

Thematically, you could think of Talons of Lightning as coming from large thunderclouds that could only form and reach the invader's settlement in the open wetlands or the tall mountains. Build up enough Fire and Air elements and the Lighting Bolt you're about to send on the unsuspecting invaders becomes strong enough to arc into the other lands and destroy their towns there.

Feel free to correct me if I'm wrong or if this has been answered differently before. This just seems, to me, to agree the most with the main rules and themes of the game.
