Pretty much this. You can beat the Borg solo (unless you get really unlucky). The threat of the Borg in a normal game is that it can catch you off guard necessitating the need to team up and introducing the tension of worrying will others take advantage of the threat to attack you.

If you would do coop variant/house rules you'd need to make the Borg more of a threat.
