One of the top board gaming metarules for all games: rules specify what you can do, not what you cannot do. So if the card doesn't say you can do that, then no. You may not simply think up something you want to do, noting that the rulebook does not prohibit it. Another common example is people who want to use steel to pay for standard action cities.
