Just came to me, so not a lot of thought behind it (:p), but isn’t the rule the wrong way round? You should be at peace if THEY (other factions) hold YOUR TA? I am basing this on the Romulan “Suspicious” special rule. This to me makes more sense thematically, as the Romulans would be happy to go through your systems (eg Federation held Romulan TA), but would not let you go through theirs as they don’t trust you (Romulan held exhausted federation TA)!
