Pulsar 2849 is a dice drafting game. Then you use dice to do things, like move your ship, research tech, get gyrodomes, or build transmitters. And sure... later on you can use a die to put a gyrodome on the board somewhere where you have claimed a pulsar, but that's only one small part of the game. Mostly you're not claiming and placing tiles. Even to the extent that you take and place tiles, it has nothing to do with location. The dice rolls that you need to take a tile and place it are always the exact same numbers. So there's not the "location changes the die needed" aspect that you get in CoB.

I would never have thought of these games as being very similar. Even after your suggestion I consider it a pretty big stretch. It's a great game, but it doesn't scratch the CoB itch for me.
