To mirror the comments of others, I don't think Lightning is weak; far from it, in fact! However, i do think it's trickier than some of the other starting spirits.

The hardest part of the strategy for new players to wrap their heads around is the fact that Slow Powers are Good. On Round 1, if you look at the board and say, "hey, I can make this 'destroy a Town' power fast!" and you do, that means you didn't use that, power to destroy a Town that just got built and is now going to ravage. Which means you're hoping to need to Reclaim sooner, which means you didn't get enough Presence placement, which causes the cycle to repeat.

Shadows is definitely the weakest starting spirit, for sure. But I think Lightning is one of the hardest, because it lets you short- circuit your learning about the most important strategic aspect of the game.
