With hindsight I have to say I don't think more incentives to combat is needed. Even with the standard rules, it's very seldom I don't engage in at least three fights, particularly if you count both being attacker and defender.
In addition to stars, you get a noticeable amount of coins for a successful combat.
For example, if me and my opponent are both at medium popularity and I attack him and win, I get 1 star and 1 territory. That's a net 7 coins more for me and a -3 for him, so boom, I just got $10 over him.
If you can take resources and can do a bottom action with them, you are looking at easily getting ~$15 coins over him for one successful combat.
As our game winners tend to score around $60 coins, just one extra successful combat is often the deciding factor for who wins.
Even at 0 popularity and both combat stars earned, during the late game, if you pick a move action, you might as well attack with one of your mechs.
A successful attack means $2 more for you and $2-$3 less for your opponent, which is often well worth spending one of your 3 moves on.
