There's probably some edge case where you want to trigger Effect #1 before To Dream a Thousand Deaths in order to prevent the damage, i.e. choose to trigger Effect #1 first but refuse to pay. (Maybe you want the 1 Fear from Savage Mawbeasts but the only Invader there is an Explorer that you don't want to Push).(also, thanks for the super clear explanation of what's going on!)
