We play with 1 escalation pack for each player and in my experience players sometimes just creep above 10 control nodes (maybe 11 or 12 at most), and may get up to < 5 ships over the base game limit. I wouldn't make components unlimited, though: some player might just dump ships all over the place, which I think would wreck the feel of the game.Consequently I think a hard limit of 1 escalation pack is just about right, allowing players to go a little overboard if they wish.
