I would have thought 'no', because the extra action on each of the ruling classes on the species board makes up for the fact that extra actions cannot be earned through inventions. As you DO use inventions (J2) in the solitaire game, I assumed that to pick up those city building actions, you'd be on the look-out for ideas that would grant them. But I couldn't see anywhere in the rules that specifically called this out - other than for it to be called the Basic game, one would ignore all blue font, which solitaire does not, so it's not the Basic game?
