Thread: War of the Ring (Second Edition):: Rules:: Can I declare the fellowship if it has zero movement?

Let’s say the fellowship is chilling in a stronghold or city. Could I declare the fellowship’s position even if It has zero movement in order to keep on healing myself at the beginning of every turn? This way if I was really damaged I could just stop moving and declare every turn in order to heal a lot.
