I don't think there exists a spirit in the game who triggers max levels of their innates without help from power card draws. Nor do I think max level innates is something to expect from every game.

I went and checked some of the other fire combos, animal-fire is on the upper end.
Fire+Earth - 6
Fire+Air - 9
Fire+Moon - 10
Fire+Sun - 8
Fire+water - 5
Fire+Plant - 9
I get that there's a lot of people who hate things becoming weaker, but come on guys, Vengeance was legitimately insane before.
Compared to most spirits, they're actually still pretty lenient given how easy it is for them to get presence out now. They have 1 of each element on their tracks, meaning you only need 2 or 3 matching cards to hit the highest level of either innate (easily covered by your uniques). Does it meet both? No. You probably won't be hitting the highest levels on both without the perfect draw. Nor should you. You can draft toward one, and Epidemics Run Rampant's final level seems to be intentionally difficult.
Unlike Fire+Animal, the opposed element combos are more difficult, so I would assume the high water requirement at the bottom of Epidemics Run Rampant is asking you to draft Animal+Water (6) while Savage Revenge wants Fire+Air (9).
