There's a nice clarification in the files section, but this was the big one I had a hard time with before that was out (I still recommend reading it).
It's very edge case, it means if you were to hire I think an orderly, but not have the room for them to stay in, if I recall. It makes it sound like you can 'fail' to pay your staff and let them go, but that's not how the actual rules work.
(Realistically, this wouldn't be failing to pay your staff so much as failing to meet the minimum requirements to have said staff, unless I'm mistaken)
