I've had a rollercoaster relationship with Tsunami. It's obviously a strong card and was a no-brained draft for a long time (especially as ocean). But then I came to realize I only get 1-2 good uses out of it, since the coast is so bare there aren't enough buildings to justify the energy cost. I started thinking hard about whether or not I want it, and usually planned on forgetting it for another major after a couple of uses.The enter my Bringer vs England matchups, which have been fitful. As I was drafting a major it dawned on me Bringer can really milk that fear since the buildings don't actually go away from the coast. You can hit them again and again. A single use of Tsunami would generate 14 fear!! I got to repeat it once using Powerstorm and that was just silly. I resolved 6 or so fear cards the following turn and one the turn after.
