The rules are not clear about this, but I would guess that if I pay Steve a work contract to use his Quarry (say), I'm the one who gets to decide whether to use the joker or the stone goods indicator, not Steve.

The reason I'm guessing this is that it seems like the cleanest interpretation, in general, is that the person issuing the work contract has full control, and that "you" in action descriptions refers to the issuer and their stuff. The target's only involvement is to take the money/wine/whisky, choose which of their clergymen to place, and in the case of the Bathhouse, get that clergyman back afterward.

(I'm further guessing that if I pay Steve to use his Cloister Garden and use that to use his neighboring Bathhouse, he doesn't get his clergyman back. Though that's a little less obvious.)
