Another aspect of meeple/fairy first vs. Dragon first is that it affects scoring. If meeple first:
1. Place tile. Tile completes town.
2. Place meeple on town.
2b. Dragon moves and eats meeple.
3. Player gets zero points for completed town.
If dragon first, then the meeple can be placed safely and scored.
