Does the Invaders' Starting Action prior to the first turn constitute a Phase such that Sweden's Stage II escalation effect [Swayed by the Invaders: After Invaders Explore into each land this Phase, if that land has at least as many Invaders as Dahan, replace 1 Dahan with 1 City] can activate when Sweden is played as the supporting adversary to Brandenburg-Prussia Level 6 (i.e., the Invaders' Starting Action card is Stage III, thereby triggering the supporting adversary's escalation effect)?
