Active blue cards may be used that same generation, yes. No need to wait.

Passive blue cards are not limited. They apply every time.

The brown tiles have a symbol on one side and a more "artistic" image on the other. There's no difference - use whichever you like! And yes, you must place greenery next to a tile you own. These count - for better or worse!

You'll see more cities (I've found) in larger player count games as people use them to snipe points from one another. They're a great source of points, typically getting at least 3. So you'll probably see more!
