The settler is ignored for building wonders.
The Wonder goes in the happy city with the biggest army in priority order. Wonders do not follow the settler.

If the Wonder happen to be built where the settler rest... it stays.

2. If, after removing city pieces from the scale in order to build a Wonder, there are some empty gaps, will the scale be adjusted? What if the gaps are at the beginning of the scale, will these spaces remain empty for the moment?

All space remain empty. Remember for the Wonder, you do take from Right to Left. If that still leaves a few early spaces open... then you build the left most piece next time. Advance actions will fill it up shortly.

No. Adjustments are only after Construct
