I am certainly not an expert (so someone correct me if I am wrong), but I think the rule in the (English, at least) rule book is slightly misworded. The fact is, if you can make a federation with less satellites, you have to (even if it means you have to include a planet you'd rather not). So since including the Lab uses two less satellites, you have to use the Lab here.
