Does turn order matter during the New Year phase?

We have two players who showed that they had 25+ VP during the New Year phase.

Should players be asked to demonstrate this in the excisting turn order, or is the Economic Victory assigned to the player who demonstrated it the fastest like the Rulebook seem to say?

The one who demonstrated it first had 25 VP, but the player right after demonstrated 27 VP, but is later in turn order.

Who gets the Economic Victory?

Economic Hegemony seems to be the only victory condition that cares about a VP higher than 25, but that one requires it to be the new year of 1946.
