The cube placement (or dial rotation) can be done simultaneously. If more than one person fills their card and calls ECO, the cards are resolved in clockwise order starting with the Harbinger. You are allowed to remove the cube you just placed and just rotate your dial if other players resolving their cards before you change the board state so that you no longer want to (or can) resolve the card.
