If there is a way to create a scenario with no chancellor and all exiles, then that opens up the space for an invading empire coming in to take over a fractured land.

Think of it as a reverse empire we have now. where the empire starts in the hinterland and works itself inward towards the cradle.

You could even use the unused purple meeples for the Invading Empire and no need for new components.
