Spirit power levels are generally fine and less important than 'is this fun to play'. Personally I avoid playing the really strong spirits/matchups very often but sometimes you just want to smash a game so having the option is nice.
What I do want to call out is some adversary interactions that seem a bit unfair, sometimes it seems like mechanics or rulings are made with an eye towards making a matchup more playable. I don't really like the interactions between Habsburg, Russia and Ocean drowning that leave Ocean way worse off for no real reason. Meanwhile Stone's Unyielding Defiance arbitrarily gets to ignore Habsburg's loss condition. And Lure gets to completely prevent Russia's triple explorer ravage, rather than just ignoring two of them during the ravage. What I'm saying is buff Ocean.
