To be precise about the timing, the escalation ability is always resolved as soon as the explore card is revealed, before resolving the explore actions, but for some adversaries, the only thing the ability itself is doing is creating a triggered effect that will affect the board state later. Under most circumstances this isn't a relevant distinction, but it pays to think in precise terms when card effects can potentially modify any step of the process.
