There are 72 tiles in the base game.

What makes you think that the 12 you initially showed us are extra? (I'm assuming the 12 in that image are from among the 72 in the image above.)

Apologies if I've misunderstood something ... 🤔

(I haven't yet done an inventory check myself to confirm that the distribution in the 72 tile image is correct.)
