There might be a disconnect here, as you directly quoted the rule saying lands with 3+ Explorers match the Ravage card. If the land has 3+ Explorers, it matches the Ravage card, full stop.

Yes, but why would it ravage twice? Suppose the Ravage card is just "Mountain" and in a Sands I have 9+ explorers.

How many times should the Sands ravage? I believe exactly one time?
