The Elysium map is kind of ruined without Desert Settler, for example, since it's the sole reason to want to build in the barren bottom half of the map.
There are 26 hexes in the bottom four rows of the Elysium map (the ones relevant for the Desert Settler award). 10 of those are blank. There are 6 spaces providing a single plant. There are 4 spaces providing a single steel. 3 spaces providing two steel. 2 spaces providing a single card and 1 space providing a single titanium. So ~62% of the hexes (16/26) give you some resource. That doesn't sound particularly barren to me.
Also, even if your stance was correct and there wasn't really much to get in the southern half of the board, that would simply change the value of different areas of the board, not ruin the board.
