We played tonight and at first also thought that he is way OP and found this thread and considered Denis’s post and so the other players played strategically to reduce the effect of that ability - by either not completing regular locations and thus reducing the number of times they get activated or by trying to fill a location quickly before that player had a chance to move there. Basically the production locations - in this way you can starve that player of resources. By the end of the game, that player had come last. So in the end, the general opinion is that it is only OP if the other players let it happen.
