William, sorry for the delay in getting back but this is exactly the kind of suggestion that I'm looking for. When I get some free time, I'm going to try and convert each nations current figure count into a points value split between regular and elite units. Once I've done that, I will start thinking on how to use these different units in battle situations.

Regarding the hobbit hoard, I would suggest that a total limit of 3 hobbit militia units would be enough to represent the shire in game terms and yes
each nation including the shadow nations would have special elites if they are mentioned in the books.
