I don't know which version of the rulebook you're referring to, but on the latest english rulebook:1.4 ...If all Villages in a Bishopric are controlled by Players...
Occupied and controlled DON'T mean the same thing. Occupance implies control, but not vice versa. If all fiefs in the bishopric are governed, they may be even completely empty (unoccupied) but Bishop election is still triggered
