It is connected to previous question. If ANS can move there without combat then those forces don't need to apply retreat rules (because ANS retreat rules are connected to combat retreat).

My impressions are that ANS cannot move to unocuppied enemy territory and cannot stay there but if someone could clarify it I would be very grateful.


The two are related. Essentially, you cannot move Air, Naval, or Sub units into unoccupied territory unless they also have ground units with them.

If you move them into enemy occupied territory, you will fight a battle, but after the round (or whole battle if it is a sea battle) they must retreat/rebase if there are no ground units with them.

In short: ANS units may attack enemy units in an area but not stay; and if there are not enemy units at all, they can't go there at all.
