You've misunderstood the trading post limit.
It is a per-turn limit, not a limit for the whole game. You can sell goods at the same trading posts each round.
The key part of the rules you were missing is within the income section where it states: "Afterwards, he places the sold goods back into the general storage."
Now yes, you would not be putting them into general storage, instead giving them to the controlling players, as per 1.I, but that's the rules interacting with each other. The point is that the goods do not remain on the trading houses with 8.II in play.
Edit: Another thing about the mention of limits in the Module 1 section... Its main effect is that you cannot deliver two goods to the same city in a single round, unless it is your capital.

So I think we have to read the paragraph headed "8" at the bottom of the first column on page 25 as replacing the more general rules in the paragraph preceding it, replacing both "First, the player gets 1 matching good for each of his plants from the general storage" (obviously) and "Afterwards, he places the sold goods back into the general storage" (the point in dispute)
