Good question. That one requires input from Friedemann or Henning.

I can see three possible answers:

1: The goods on a settlement/HQ move with the settlement/HQ if you change the capital.

2: You exchange the capital leaving the goods where they are, possibly leaving two goods on one trading house, but at the end of the game, you still only can sell one of the goods at a non-HQ trading house.

3: You cannot exchange the capital once it has two tokens on it.

I'd perhaps go with option 3 until we get official word of how it should work.
